The Third Initiative: The Scholarly Project for Deconstructing Extremist and Excommunicating Fatwas and Ideologies
First: The Vision
To rise up to the duty assigned to the scholars and muftis of the universal community of Muslims to deter scholarly and religious infringements that have resulted in the killing of both Muslims and non-Muslims and in tarnishing the image of Islam and Muslims throughout the world, generating harm to all humanity everywhere.
Second: Objective
To publish a two-volume scholarly encyclopedia in several languages that deconstructs, examines, and refutes extremist religious ideas.
Third: Intended Audience
The intended audience includes all of those who are concerned with radicalism and extremism. These include:
Think tanks both inside and outside Muslim countries and universities. Decisions makers who are involved in countering radicalism and terrorism. International institutions and organizations concerned with promoting Islam worldwide. Civil society organizations who are active in social, political, and cultural issues. Authorities investigating cases of terrorism and radicalism who seek assistance in distinguishing between moderation and extremism. Religious leaders and mosque imams in different countries of the world. The youth, and in particular those of them who fall prey to radicalism.
Fourth: Process of Execution
Developing a detailed plan. Soliciting preeminent scholars to provide researches that will serve as reference for the encyclopedia, supervise the enterprise, and examine the detailed encyclopedia plan. Conducting researches and fatwas by researchers at the General Secretariat for Fatwa Authorities Worldwide. Subjecting the researches to peer-review by preeminent scholars and advisors from within the General Secretariat. Drawing up the final draft by the review committee after implementing the peer review recommendations. Printing the Arabic version. Translating it into English. Translating it into French and other languages. Printing and distribution.
The encyclopedia is expected to be ready for distribution by the next conference of the General Secretariat.
